No, the FleetXpress Card is not free. It charges a minimal issuance fee of ₹600 and an annual fee of ₹600.

You can apply for a FleetXpress Card by checking eligibility on the official website. Submit the required documents, online or by visiting your nearest branch. Upon approval, get your new FleetXpress Prepaid Card.

As per RBI guidelines, the cards with no financial transaction for a consecutive period of 12 months shall be made inactive by the bank after sending a notice to the card holder.  
If inactive, the card will be temporarily blocked. To unblock, visit Prepaid Card Portal or call Phone Banking at 1800 1600 or 1800 2600. 
The card should be  used before 12 am or the card gets locked again after unlocking it
